Boone County Comprehensive Plan, Thoroughfare Plan, and Local Road Safety Plan

Boone County has launched an important process to develop a new Comprehensive Plan, Thoroughfare Plan, and Local Road Safety Plan. Together, these documents will shape a shared vision for the County’s future—guiding growth and investment, preserving valued resources, enhancing quality of life, and identifying where future transportation and safety improvements are needed.

The planning process will define a clear vision and goals, along with the practical actions needed to bring that vision to life. Ultimately, these plans will be used as a guide by elected and appointed officials, staff, and other community leaders to address new opportunities and challenges into the future.

The primary planning area for this project aligns with the Boone County Area Plan Commission jurisdiction, which covers all unincorporated areas of Boone County as well as the Town of Advance. Additionally, the County maintains roads and provides other services within the Town of Zionsville’s Rural Service District. The other incorporated communities within Boone County maintain their own planning and zoning jurisdiction and are therefore not included in the planning area. However, development trends in these municipalities will be analyzed to better understand potential impacts to the planning area.
